释义 | `1`Terror, Terrorism `2` "Legal Lexicon": TERROR -That state of the mind which arises from the event or phenomenon that may serve as a prognostic of some catastrophe affright from apparent danger. One of the constituents of the offence of riot is that the acts of the persons engaged in it should be to the terror of the people, as a show of arms, threatening speeches, or turbulent gestures; but it is not requisite, in order to constitute this crime, that personal violence should be committed. To constitute a forcible entry the act must be accompanied with circumstances of violence or terror; and in order to make the crime of robbery, there must be violence or putting in fear, but both these circumstances need not concur. TERRORISM - Activity, directed against persons involving violent acts or acts dangerous to human life which would be a criminal violation if committed within the jurisdiction of the U.S.; and is intended to intimidate or coerce a civilian population; to influence the policy of a government by intimidation or coercion; or to affect the conduct of a government by assassination or kidnaping. 18 USC --b-- |
