释义	法律分析: 突发事件应急工作应当遵循突发事件应急工作,应当遵循预防为主、常备不懈的方针。法律依据: 《突发公共卫生事件应急条例》第四条突发事件发生后，省、自治区、直辖市人民政府成立地方突发事件应急处理指挥部，省、自治区、直辖市人民政府主要领导人担任总指挥，负责领导、指挥本行政区域内突发事件应急处理工作。县级以上地方人民政府卫生行政主管部门，具体负责组织突发事件的调查、控制和医疗救治工作。县级以上地方人民政府有关部门，在各自的职责范围内做好突发事件应急处理的有关工作。
