释义	纳税人欠缴应纳税款、采取转移或者隐匿财产的手段妨碍税务机关追缴欠缴的税款，欠税金额在10万元以上的，即被列入“黑名单”。另外“黑名单”公布时限由两年延长为三年。《最高人民法院关于公布失信被执行人名单信息的若干规定》第五条规定：各级人民法院应当将失信被执行人名单信息录入最高人民法院失信被执行人名单库，并通过该名单库统一向社会公布。
