原则上讲，信号灯故障引发撞车的，由信号灯主管部门应担主责。交通信号灯等损毁或存在安全隐患，设施管理养护单位应在24小时内及时修复，排除隐患。因此交管部门存在监管缺失，应承担事故责任。法律依据：《道路交通安全法》第四十四条机动车通过交叉路口，应当按照交通信号灯、交通标志、交通标线或者交通警察的指挥通过；通过没有交通信号灯、交通标志、交通标线或者交通警察指挥的交叉路口时，应当减速慢行，并让行人和优先通行的车辆先行。
