释义	法律分析：征收滞纳金是税收管理中的一种行政强制措施。在海关监督管理中，滞纳金指应纳税的单位或个人因逾期向海关缴纳税款而依法应缴纳的款项。在会计分录核算中，属于营业外支出。按照规定，关税、进口环节增值税、进口环节消费税的纳税义务人或其代理人，应当自海关填发税款缴款书之日起15日内向指定银行缴纳税款，逾期缴纳的，海关依法在原应纳税款的基础上，按日加收滞纳税款0.05%的滞纳金。征收滞纳金，其目的在于使纳税义务人承担增加的经济制裁责任，促使其尽早履行纳税义务。
