释义	法律分析：一般情况下，一个市的不需要办理暂住证。并且，目前已取消了暂住证，实行居住证制度。法律依据：《居住证暂行条例》第二条公民离开常住户口所在地，到其他城市居住半年以上，符合有合法稳定就业、合法稳定住所、连续就读条件之一的，可以依照本条例的规定申领居住证。由此可见，居住证制度是相对于一个城市前往另一个城市而言的，因此，在同一个城市不需要办理居住证。第二十二条设区的市级以上地方人民政府应当结合本行政区域经济社会发展需要及落户条件等因素，根据本条例制定实施办法。
