释义	契税征税对象的规定是所有权发生转移变动的不动产。单位和个人应当签订土地、房屋权属转移合同的当天或具有土地、房屋权属转移合同性质凭证的当天依照规定缴纳契税。法律依据：《契税暂行条例》第一条在中华人民共和国境内转移土地、房屋权属，承受的单位和个人为契税的纳税人，应当依照本条例的规定缴纳契税。第八条契税的纳税义务发生时间，为纳税人签订土地、房屋权属转移合同的当天，或者纳税人取得其他具有土地、房屋权属转移合同性质凭证的当天。
