释义	法律分析: 行政许可的变更是指被许可人在取得行政许可后，因其拟从事的活动的部分内容超出准予行政许可决定或者行政许可证件规定的活动范围，而申请机关对原行政许可准予其从事的活动的相应内容予以改变。如果申请人拟从事的活动，依法属于取得另一行政许可的，公民、法人或者其他组织应当重新申请行政许可，而不能变更行政许可。法律依据: 《中华人民共和国行政许可法》第四十九条被许可人要求变更行政许可事项的，应当向作出行政许可决定的行政机关提出申请；符合法定条件、标准的，行政机关应当依法办理变更手续。
