释义	一个医疗年度内首次住院，起付线原则上控制在当地职工年平均工资的5%-10%左右。起付线与医院级别和住院次数密切相关，医院级别越高，起付线越高，医院级别越低，起付线越低。在同一个医疗年度内，起付线随着住院次数增加而降低，一般而言，同一个医疗年度内，第四次住院就不再收取起付线。法律依据：《中华人民共和国社会保险法》第二十五条国家建立和完善城镇居民基本医疗保险制度。城镇居民基本医疗保险实行个人缴费和政府补贴相结合。
