释义	根据法律规定，一个单位只能申请刻制一枚单位法定印章，有两枚公章的处罚为：收缴违法制作的印章，并处二千元以上一万元以下罚款。法律依据：《印章治安管理办法》第十三条：需要刻制印章的单位，只能申请刻制一枚单位法定名称章。需要刻制套印章、钢印章的，依照本办法第七条、第八条、第九条、第十条的规定办理。《印章治安管理办法》第二十六条：违反本办法第十二条和第十三条规定，刻制外文印章或擅自刻制中外文并刊印章及违反规定刻制两枚以上单位法定名称章的，收缴违法制作的印章，并处二千元以上一万元以下罚款。
