释义	法律分析：你好，合作医疗不是强制缴纳的。但是不缴纳不能享受国家优惠政策。法律依据：《医疗保险条例》第十四条基本医疗保险缴费实行年检制度。凡未经征收机关办理基本医疗保险缴费年检手续的用人单位，工商行政管理部门不予办理工商年检手续。用人单位在办理营业执照注销手续时，工商行政管理部门应当先审核由社会保险经办机构出具的基本医疗保险关系终结书。
