释义	法律分析：目前中国国内进口普通瓶装葡萄酒的消费税税率是10%，以CIF价格+关税总额计算。红酒的消费税在生产环节，流通环节是不用交纳消费税的。在海关填发完税凭证之日起15日内交纳消费税，是由海关来代征的。法律依据：《国家税务总局关于印发〈葡萄酒消费税管理办法（试行）〉的通知》第二条规定，在中华人民共和国境内生产、委托加工、进口葡萄酒的单位和个人，为葡萄酒消费税纳税人。葡萄酒消费税适用《消费税税目税率（税额）表》“酒及酒精”税目下设的“其他酒”子目。
