释义	法律分析：不系安全带是违章行为。当汽车高速行驶遇到意外情况紧急制动时，正确使用安全带可以将驾驶人和乘客束缚在座椅上，避免或减轻碰撞伤害。为督促驾驶人使用安全带，规定对驾驶机动车在高速公路或者城市快速路上行驶时，驾驶人未按规定系安全带的，一次记2分。法律依据：《中华人民共和国道路交通安全法》第九十条机动车驾驶人违反道路交通安全法律、法规关于道路通行规定的，处警告或者二十元以上二百元以下罚款。本法另有规定的，依照规定处罚。
