释义	如果乙方只是代替甲方向第三方支付工程款，如果乙方没有代为支付，根据法律规章，因第三人的原因导致合同没有履行的，由履行义务人向合同向对方承担违约责任。所以第三方如果和甲方有合同关系的话，可以直接要求甲方付工程款，甲方和乙方之间的关系按照他们之间的约定或者法律规章另行处置。
