释义	律师解答：项目部章不可以签合同。项目部不是法人，只是公司的一个分支机构，不具备独立承担民事责任的能力，因而不能对外签订合同。企业经营离不开法人印章或者公司的公章，项目部章的法律效力不等同于公司的公章，也不能直接代替公司的公章。【法律依据】：《中华人民共和国公司法》第三条公司是企业法人，有独立的法人财产，享有法人财产权。公司以其全部财产对公司的债务承担责任。有限责任公司的股东以其认缴的出资额为限对公司承担责任；股份有限公司的股东以其认购的股份为限对公司承担责任。
