工程总承包合同当事人双方协商一致或满足法定解除条件时，一般当事人可以通知另一方解除合同。根据法律规定，当事人协商一致时，可以解除合同；此外双方当事人签订合同时可以约定单方解除合同的条件，当解除合同的条件成就时，一方可以根据合同约定解除合同。
三、合同解除，怎样算合同终止时间
合同自通知到达对方时解除或者自法院判决生效之日起解除。合同双方当事人均有权请求人民法院或者仲裁机构确认解除合同的效力。根据当事人诉讼请求的不同，解除合同效力的起算时间点也不同。如果一方当事人请求确认解除合同通知效力的，法院经审查认为对方的异议不成立，则合同自通知到达对方时解除；如果一方当事人起诉请求判令解除合同，法院经审查认为符合约定解除或法定解除条件的，则合同自法院判决生效之日起解除。
