释义	法律分析：关于工程款支付比例，财政部规定是：发包人应按不低于工程价款的60%，不高于工程价款的90%向承包人支付工程进度款。按约定时间发包人应扣回的预付款，与工程进度款同期结算抵扣。法律依据：《中华人民共和国建筑法》第十八条：建筑工程造价应当按照国家有关规定，由发包单位与承包单位在合同中约定。公开招标发包的，其造价的约定，须遵守招标投标法律的规定。发包单位应当按照合同的约定，及时拨付工程款项。
