《巡游出租汽车经营服务管理规定》第一条
为规范巡游出租汽车经营服务行为，保障乘客、驾驶员和巡游出租汽车经营者的合法权益，促进出租汽车行业健康发展，根据国家有关法律、行政法规，制定本规定。
第三条
出租汽车是城市综合交通运输体系的组成部分，是城市公共交通的补充，为社会公众提供个性化运输服务。优先发展城市公共交通，适度发展出租汽车。
巡游出租汽车发展应当与城市经济社会发展相适应，与公共交通等客运服务方式协调发展。
