释义	事业单位退休职工土葬可否享受抚恤金和丧葬费分地区和民族习俗而定。根据国务院《殡葬管理条例》和各省、直辖市、自治区实施办法规定，事业单位退休职工土葬的，在实行火葬的地区，除少数民族按民族丧葬习俗可以土葬的外，其余人员不能享受抚恤金和丧葬费；在没有实行火花的地区，可以享受丧葬费和抚恤金。
