释义	法律分析：提前十五天（不含）以上退票是不收退票费的。办理车票改签或“变更到站”时，新车票票价低于原车票的，退还差额，对差额部分核收退票费并执行现行退票费标准。法律另有其他规定的，应当依照其规定。法律依据：《中华人民共和国民法典》第八百一十六条旅客因自己的原因不能按照客票记载的时间乘坐的，应当在约定的期限内办理退票或者变更手续；逾期办理的，承运人可以不退票款，并不再承担运输义务。
