释义	提起上诉必须是享有上诉权或可以依法行使上诉权的人。民事和经济纠纷案件的原告、被告、有独立请求权的第三人有权提起上诉。不服民事和经济纠纷判决的上诉期限为15天;不服民事和经济纠纷裁定的上诉期限为10天;上诉期从接到第一审判决书、裁定书的第二天算起，逾期不得上诉。法律依据《行政诉讼法》第八十八条
