释义	法律分析: 管辖恒定的原则是指法院对某个民事案件是否享有管辖权，以起诉时为准，起诉时对案件享有管辖权的法院，不因确定管辖的因素在诉讼过程中发生变化而受影响。管辖恒定包括级别管辖和地域管辖恒定。法律依据: 《中华人民共和国刑法》第六条凡在中华人民共和国领域内犯罪的，除法律有特别规定的以外，都适用本法。凡在中华人民共和国船舶或者航空器内犯罪的，也适用本法。犯罪的行为或者结果有一项发生在中华人民共和国领域内的，就认为是在中华人民共和国领域内犯罪。
