问题	对擅自凿井取用地下水的行为如何处理？
释义	根据《上海市供水管理条例》、《上海市深井管理办法》和《上海市取水许可制度实施细则》的规定，开凿深井取用地下水须向上海市水务局（具体日常工作由市给水管理处实施）申请取水许可。未经取水许可擅自开凿深井取用地下水的，应当支付地下水水价五倍的水费，并限期将深井填实。对违法凿井施工单位还应当处以5000元以上五万元以下的罚款。
