释义	法律分析：一般纳税人能享受资金簿印花税减半优惠. 根据《财政部税务总局关于对营业账簿减免印花税的通知》 (财税〔2018〕50号)规定,自2018年5月1日起,对按万分之五税率贴花的资金账簿减半征收印花税,对按件贴花五元的其他账簿免征印花税. 法律依据：《印花税管理规程》第十条同一种类应纳税凭证，需频繁贴花的，可由纳税人根据实际情况自行决定是否采用按期汇总申报缴纳印花税的方式。汇总申报缴纳的期限不得超过一个月。采用按期汇总申报缴纳方式的，一年内不得改变。
