释义	法律分析：办学许可证实行一年一审，一年不接受年检的，当年暂停招生，限期整改；两年以上（含二年）不接受年检的，视为自动终止办学，原办学许可证注销，不再换发新办学许可证。法律依据：《中华人民共和国民办教育促进法实施条例》第二条国家机构以外的社会组织或者个人可以利用非国家财政性经费举办各级各类民办学校；但是，不得举办实施军事、警察、政治等特殊性质教育的民办学校。民办教育促进法和本条例所称国家财政性经费，是指财政拨款、依法取得并应当上缴国库或者财政专户的财政性资金。
