可以。
被拆迁人与房屋承租人对拆迁安置协议不一致，就补偿安置纠纷向人民法院提起民事诉讼的，人民法院不予受理，并通知可根据拆迁安置条例向有关部门申请决定的当事人，当事人依法起诉的，也可以自收到命令之日起三个月内向人民法院起诉。在签订拆迁补偿安置协议后，被拆迁人或者房屋承租人在协议规定的搬迁期限内拒不搬迁的，被拆迁人可以依法向仲裁委员会申请仲裁，也可以依照本法向人民法院提起民事诉讼。在诉讼期间，拆迁人可以依法向人民法院申请提前执行。

《最高人民法院关于适用〈中华人民共和国行政诉讼法〉若干问题的解释》 第十一条 行政机关为实现公共利益或者行政管理目标，在法定职责范围内，与公民、法人或者其他组织协商订立的具有行政法上权利义务内容的协议，属于行政诉讼法第十二条第一款第十一项规定的行政协议。
公民、法人或者其他组织就下列行政协议提起行政诉讼的，人民法院应当依法受理：
（一）政府特许经营协议；
（二）土地、房屋等征收征用补偿协议；
（三）其他行政协议。
