释义	法律分析：符合扣押条件是可以进行扣押的，当事人逾期不履行行政处罚决定的，作出行政处罚决定的行政机关可以采取下列措施：到期不缴纳罚款的，每日按罚款数额的百分之三加处罚款，加处罚款的数额不得超出罚款的数额；根据法律规定，将查封、扣押的财物拍卖、依法处理或者将冻结的存款、汇款划拨抵缴罚款。法律依据：《中华人民共和国行政处罚法》第八十条行政机关使用或者损毁查封、扣押的财物，对当事人造成损失的，应当依法予以赔偿，对直接负责的主管人员和其他直接责任人员依法给予处分。
