释义	法律分析：综合管理部是出租房屋(场地)的防火安全管理责任部门。房屋出租时应按以上规定，根据承租方的租房(场地)用途，应使出租房屋达到消防安全要求，必要时需经过消防安全验收。法律依据：《出租房屋消防安全管理规定》第四条房屋出租合同中必须在明确房屋(场地)用途的同时，规定承租方不得随意增大设备负荷，不得随意对线路、房屋结构等变更改造，否则，发生火灾事故的责任应有承租方承担。
