释义	法律分析：破产既不是由中级法院管辖，也不是由基层法院管辖。破产债权确认纠纷应该由受理破产申请的人民法院管辖，这属于一般性的规定，理论上应该属于专属管辖。对于这个一般性的规定，还有一些例外。破产案件由债务人住所地人民法院管辖。债务人住所地，是指债务人主要办事机构所在地，无办事机构的，是指债务人注册地。法律依据：《中华人民共和国企业破产法》第三条破产案件由债务人住所地人民法院管辖。第四条破产案件审理程序，本法没有规定的，适用民事诉讼法的有关规定。
