释义	法律分析: 退伍军人刑满释放后,当然不能办理军人优待证,因为已经不是现役军人了,但是可以办退伍军人优待证。法律依据: 《军人抚恤优待条例》第二条中国人民解放军现役军人(以下简称现役军人)、服现役或者退出现役的残疾军人以及复员军人、退伍军人、烈士遗属、因公牺牲军人遗属、病故军人遗属、现役军人家属，是本条例规定的抚恤优待对象，依照本条例的规定享受抚恤优待。
