释义	不可以，母公司与子公司虽然在事实上是控股关系，但是在法律上确实两个独立的民事主体，不能借用一方资质或业绩证明进行投标，即使投标了，也是可以不予认可的。可以由母公司委托子公司某个人进行投标操作，但是名义上必须是母公司，签合同等所有事项均是以母公司名义才可。代理商是用代理母公司投标，子公司借用资质和业绩是为自己投标。子公司不能使用母公司运营资质分公司不得以自己名义从事活动。
