释义	施工质量不合格，对方有权解除合同。《最高人民法院关于审理建设工程施工合同纠纷案件适用法律问题的解释》第八条规定，承包人具有下列情形之一，发包人请求解除建设工程施工合同的，应予支持：(一)明确表示或者以行为表明不履行合同主要义务的;(二)合同约定的期限内没有完工，且在发包人催告的合理期限内仍未完工的;(三)已经完成的建设工程质量不合格，并拒绝修复的;(四)将承包的建设工程非法转包、违法分包的。
