释义	法律分析: 算的。弃权票，要计算在总票数中，但要注明弃权，也是有效票数。法律依据: 《中华人民共和国第五届全国人民代表大会第三次会议进行选举、表决和通过议案办法》三、代表有权对选票和表决票中的候选人或人选表示同意或不同意。如同意，在名字前边的空格内画一个“”；如不同意，则画一个“×”。不书写上述符号的，视为弃权票。如另选他人，可在不同意的候选人名字前画“×”，然后在后边空格内写上另选人的姓名。在国务院总理、副总理人选的表决票上，只能表示同意或不同意，不能另提人选。
