释义	法律客观：《新闻出版许可证管理办法》第二十六条行政相对人有下列行为之一的，依据《行政许可法》《出版管理条例》《音像制品管理条例》《印刷业管理条例》和有关部门规章的规定处罚；没有相应规定的，由新闻出版行政部门责令改正，情节严重的，并处警告或3万元以下罚款：（一）许可证登记事项发生改变，未依法依规进行变更登记的；（二）涂改、出卖、租借或者以其他形式非法转让许可证的；（三）以欺骗、贿赂等不正当手段取得许可证的；（四）未按许可证载明的业务范围从事新闻出版活动的。
