释义	并不是只有受害人才可以报案。只要是和报案的事件有关系的都可以，向案发地的公安机关报案，由公安机关制作报案及询问笔录，刑事公诉案件，公安机关有保护公民的合法个人财产的职责，受理报案是不收费的。法律依据：《中华人民共和国治安管理处罚法》第七十七条公安机关对报案、控告、举报或者违反治安管理行为人主动投案，以及其他行政主管部门、司法机关移送的违反治安管理案件，应当及时受理，并进行登记。
