法律分析:
杭州疫情可以减免房租，具体依据出租人个人意愿确定，不作强制性规定要求。承租市属及以下国有经营用房的企业和个体工商户房租可以减免一个月；租用其他经营用房的鼓励私人业主为租户减免租金。
法律依据:
《关于严格做好疫情防控帮助企业复工复产若干政策的通知》第五条
减免企业房租。对承租市属及以下国有经营用房的企业和个体工商户，免收2、3月份房租。对租用其他经营用房的，鼓励业主（房东）为租户减免租金，对免租金2个月以上的，政府按免租金月份数给予房产税、城镇土地使用税减免。
