法律分析：初级士官患精神病被评定为一级至四级残疾的，义务兵因战、因公、因病致残被评定为一级至四级残疾的，由国家供养终身;被评定为五级、六级残疾的，按照国家有关规定进行安置。士官因战、因公、因病致残符合退休条件，自愿放弃退休安置的，可以选择由国家供养终身。
法律依据：《伤病残军人退役安置规定》
第十五条 伤病残退休军人基本住房补贴不足10万元的按10万元计发。本人基本住房补贴数额高于10万元的，按照个人住房补贴实际数额计发。安置地在高房价地区的，按照军队规定给予地区住房补贴。
第十六条 伤病残退休军人住房补贴经费由中央财政根据年度安置计划人数列入年度军队人员住房补贴预算统一安排。住房补贴兑现办法按照有关规定执行。
第十七条 分散供养的一级至四级残疾的退役初级士官和义务兵的购（建）房经费保障标准，按照安置地县（市）经济适用住房价格（没有经济适用住房的按照普通商品房价格）和60平方米建筑面积确定，中央财政按照规定标准给予补助，不足部分由地方财政解决。
其中，初级士官按照有关规定领取住房补贴，住房补贴与中央财政补助之和不足购（建）房经费标准的，由地方财政按购（建）房标准补齐。
第十八条 伤病残退休军人移交政府安置后的医疗保障，比照安置地国家机关退休公务员参加基本医疗保险和实行公务员医疗补助，享受同职级退休公务员医疗待遇。
