释义	法律分析：不合法。禁止将承包的工程进行转包，转包是违法的。转包给个人或者其他公司也是违法的。禁止承包单位将其承包的全部建筑工程转包给他人，禁止承包单位将其承包的全部建筑工程肢解以后以分包的名义分别转包给他人。承包单位将承包的工程转包的，责令改正，没收违法所得，并处罚款，可以责令停业整顿，降低资质等级。法律依据：《中华人民共和国建筑法》第二十八条禁止承包单位将其承包的全部建筑工程转包给他人，禁止承包单位将其承包的全部建筑工程肢解以后以分包的名义分别转包给他人。
