法律依据：
《公安机关办理刑事案件程序规定》 第二百六十五条 应当逮捕的犯罪嫌疑人如果在逃，公安机关可以发布通缉令，采取有效措施，追捕归案。县级以上公安机关在自己管辖的地区内，可以直接发布通缉令出自己管辖的地区，应当报请有权决定的上级公安机关发布。通缉令的发送范围，由签发通缉令的公安机关负责人决定。
