法律分析：
进行合法性行为的最低年龄大多在14至16岁之间，如果与低于此年龄的人进行性行为，不论此人同意与否，都需要负刑事责任，但是也有国家和地区完全禁止婚姻外的性行为。在中国大陆，此年龄为14岁。在性行为双方都低于或者接近此年龄时，一些地区并不对性行为加以惩罚。
法律依据：
《中华人民共和国刑法》 第二百三十六条 性交的对象是不满14周岁的幼女的(无论是否自愿），均按强奸罪从重处罚，处3年以上10年以下有期徒刑。
