释义	行政许可证机关自受理行政许可申请之日起的20个工作日(除节假日)要做出行政许可证决定,遇到特殊情况需要延长的,可延长10个工作日。法律依据：《烟草专卖许可证管理形式》第二十三条经审查，申请人的申请符合法定条件的，烟草专卖局应当自受理申请之日起二十日内作出许可书面决定。二十日内不能作出决定的，经本单位负责人批准，可以延长十日，并应当将延长期限理由告知申请人。但法律、法规另有规定的，依照其规定。烟草专卖局应当自作出予以发放烟草专卖许可证决定之日起十日内向申请人送达烟草专卖许可证。
