释义	【法律意见】换证或领取新证必须本人到场。更换二代身份证市民需要拿着户口本和身份证到目前户口所在地的派出所去办理。换证必须本人到现场，现场除了拍照，还将采集录入居民指纹信息。在领证时，还需要指纹核验，也需本人到场。如果因为身体疾病瘫痪在床，无法按照正常流程换发身份证的居民，户籍民警可以上门办理。
