可以通过，但不可以加速通过。因为黄灯持续闪烁的情况是在只有一个黄灯的路口才会出现，正常红绿灯的黄灯并不会持续闪烁，而这种单一黄灯闪烁的信号灯是用于提示车辆经过路口注意减速，确认安全后，缓慢通过。这种信号灯往往设置在车流不大的路口或者是夜间等车流低峰时段，虽然不需要停车等待，但仍需要在确保安全的情况下减速慢行。
目前闯红灯的违法行为是一次性扣6分，如果单个记分周期内没有累计记满12分的话，是不需要参加学习的。所以c1驾驶证如果仅是有一次闯红灯扣分的话，是不需要学习或者考试的，只要及时处理违法记录，下个周期就可以清分。
【法律依据】：《中华人民共和国道路交通安全法实施条例》 第二十四条 机动车驾驶人在一个记分周期内记分未达到12分，所处罚款已经缴纳的，记分予以清除；记分虽未达到12分，但尚有罚款未缴纳的，记分转入下一记分周期。机动车驾驶人在一个记分周期内记分2次以上达到12分的，除按照第二十三条的规定扣留机动车驾驶证、参加学习、接受考试外，还应当接受驾驶技能考试。考试合格的，记分予以清除，发还机动车驾驶证；考试不合格的，继续参加学习和考试。接受驾驶技能考试的，按照本人机动车驾驶证载明的最高准驾车型考试。
