释义	物业已经出卖并交付给业主的，业主是交纳服务费的义务人。物业交付后，由买受人开始承担，业主的物业费从交付之日起开始计算，入住后，全额收取。业主办理入住手续后长期(连续性六个月以上)未入住的空置物业及入住后长期未使用的空置物业，业主应向物业管理企业书面备案，按规定或约定公共服务费标准的70%交纳空置物业管理费，或按省市县有关部门对空置房减免的规定收取物业费。法律依据: 《物业管理条例》第四十二条县级以上人民政府价格主管部门会同同级房地产行政主管部门，应当加强对物业服务收费的监督。
