释义	法律分析：不能。从国家法律政策来讲，没有产权证的房产是不允许交易的。因为我国规定，房产买卖以办理权属转移登记(也就是所谓的“过户”)为准，没有产权证的房产是不可以办理过户的，国家不保护不过户的房产交易。法律依据：《房屋登记办法》第五条房屋登记机构应当建立本行政区域内统一的房屋登记簿。房屋登记簿是房屋权利归属和内容的根据，由房屋登记机构管理。
