释义	法律分析: 会有。严格的意义上讲，属于违法行为。法律依据: 《中华人民共和国传染病防治法》第十二条接受疾病预防控制机构、医疗机构有关传染病的调查、检验、采集样本等措施是一切单位和个人的法定义务。所以，在当地政府明文要求进行全员检测的情况下，拒绝接受核酸检测属于违法行为。如果因拒不接受核酸检测的行为产生严重后果的，如引发病毒传播等，则触犯《刑法》第三百三十条妨害传染病防治罪，处三年以下有期徒刑或者拘役；后果特别严重的，处三年以上七年以下有期徒刑。
