释义	法律分析：可以，并且如果房屋买卖合同上是先仲裁，就不能直接去法院起诉了。法院不会立案受理的。法律依据：《最高人民法院关于适用〈中华人民共和国民事诉讼法〉的解释》第二百一十五条依照《民事诉讼法》第一百二十四条第二项的规定，当事人在书面合同中订有仲裁条款，或者在发生纠纷后达成书面仲裁协议，一方向人民法院起诉的，人民法院应当告知原告向仲裁机构申请仲裁，其坚持起诉的，裁定不予受理，但仲裁条款或者仲裁协议不成立、无效、失效、内容不明确无法执行的除外。
