释义	法律分析：没有法律效力。罚单也就是交警出具的行政处罚决定书，是必须要有公章的，否则决定书自始不合法，不发生法律效力，你也不需要到银行去缴纳罚款，如果交管部门以此为由对你进行了处罚，你可以申请行政复议或者提起行政诉讼。法律依据：《中华人民共和国道路交通安全法》第五十六条机动车应当在规定地点停放。禁止在人行道上停放机动车；但是，依照本法第三十三条规定施划的停车泊位除外。在道路上临时停车的，不得妨碍其他车辆和行人通行。
