释义	债权出质需要通知债务人的。质权人与出质人设定普通债权质押后，基于公平、诚实信用原则，应该通知债务人，以便其做好履行准备，否则债务人有权只向出质人履行义务，而无义务向质权人履行。法律依据《民法典》第五百四十六条，债权人转让权利的，应当通知债务人。未经通知，该转让对债务人不发生效力。债权人转让权利的通知不得撤销，但经受让人同意的除外。
