内部使用就不用,如果是上报到上级主管部门,就要以单位的名义盖章。
法律依据：
《印章治安管理办法（草案）》 第十一条 需要更换印章的，须公告声明原印章作废后按照本办法第七条、第八条规定重新办理备案或准刻手续。
印章遗失、被抢、被盗的，应当向备案或批准刻制的公安机关报告，并采取公告形式声明作废后，按照前款规定重新办理备案或准刻手续
